under these Circumstances the Colonial Treasurer, who in that Capacity receives the Revenue
on account of Govt,
must be deemed to be the Receiver
of
duties within the meaning of the 32nd Act 829 Vic. Pap. 89, & that
all acts done
by him as a
reporting Officer in conformity with the Govt throughout must be deemed
& taken to be good & Valid in Law.
